Federal licence only — not confirmed against California's list
A federal licence is not the same as being able to process your transfer.
California requires a private-party transfer to be handled by a dealer on the state DOJ’s Centralized List. The Department does not release that list — we requested it and were refused under Penal Code § 26715 — so this directory is built from the federal licence list instead.
A dealer shown here may not be on California’s list, may not accept private-party transfers, and may charge a fee for one. Call before you go.
Data as of July 1, 2026. Dealers close and licences lapse between updates.

Before you drive out
- Ask whether they handle private-party transfers at all.
- Ask what they charge. Fees vary and are set by the dealer, not by us.
- Ask what each of you needs to bring, and whether an appointment is required.
- Both buyer and seller attend in person. The dealer runs the DROS — California Penal Code § 27545.
